Contractors Transportation Management Association 2020

The CTMA conference workshop focuses on contractor transportation and packaging topics throughout the DOE/NNSA complex and covers potential areas of discussion such as FMCSA, ATLAS, and RadCalc updates. Mission: The AASHTO Construction Sub-Committee will continue to be the national voice and primary source of advice for transportation construction. The CTMA is comprised of transportation managers from the Department of Energy (DOE) and logistics professionals from doe`s national sites, including environmental management, the National Nuclear Security Administration (NNSA), and organizations from the Office of Science. The annual workshop provides an excellent forum for DOE transportation and packaging professionals throughout the DOE complex to share information and a network to create a valuable transportation and packaging resource. Participants include members of the CTMA, DOE and other DOE contractors, motor carriers, Air Express companies, packaging suppliers and other suppliers involved in transportation and packaging operations at the DoE and NNSA sites. Updated in April 2020, these policy specifications provide guidance for the development of transportation contract specifications and are the national standard for best practices in highway and highway construction. This consensus guide is used by states and local authorities as a standard requirement for road construction contracts and provides a basis for those developing their own construction specifications. This issue covers electronic submissions, updated environmental requirements and revised material specifications. The guide is designed for use with the AASHTO LRFD Bridge Construction Specifications, 4th Edition, and the AASHTO Partnership Manual, 2nd Edition. This 10th edition 2020 replaces the 9th edition 2008.

The objective of the CTMA is to provide a forum for the meaningful exchange of operational, regulatory and technological information, as well as to address areas of common interest between this organization, the relevant transportation management organization of the Ministry of Energy, other government agencies and members of the transportation industry. AASHTO`s Partnership Manual is designed to inform key customers and partners about the benefits and methods of introducing partnership principles into new and existing partnership programs. The first edition of the manual, published in 2005, was written in the context of the traditional execution of design-build projects, where road projects were awarded to the lowest bidder. Since then, the advent of alternative contractual methods such as design-build, construction managers/general contractors, and public-private partnerships has fundamentally changed the way projects are delivered, leading to increased integration and collaboration between state transportation ministries and their partners in the design and construction industry. The objective of this guide is to encourage organizations to create a project delivery environment that integrates partnership principles into current business practices. Inspection and testing are essential to ensure that projects are built in accordance with approved plans, specifications and contractual terms.

Inspection staff are required to inspect all materials delivered to the construction site and confirm that the materials and work comply with contractual requirements. In addition, it is the responsibility of construction staff to monitor progress against the construction schedule, verify correct interim and final payments, manage changes, and document that the project was built in accordance with approved plans and specifications. Proper inspection requires good communication and documentation skills, judgment, diplomacy, common sense and a thorough understanding of the work, plans and specifications. The purpose of this guide is to provide guidance to personnel conducting construction inspections for the Utah Department of Transportation (UDOT) and to improve consistency and best practices to ensure that high-quality manufacturing and materials are incorporated into UDOT projects.
